On Page 16 under Front Wheel Drive Lever (4WD): "The front wheel drive is used only when greater traction power is required or to prevent the tractor from lunging during rotary tilling hard soil. Pulling up the lever engages the front wheels for 4 wheel drive."--no mention of the clutch.
